Sift together:

1 cup sugar, 2 cups all purpose flour, 1 1/2 teaspoons baking soda, 4 tablespoons cocoa, 1 1/2 teaspoons baking powder

Mix:

1 cup cold water, 1 cup Miracle Whip, 2 teaspoons vanilla

Place into greased floured cake pans. Bake at 350 for about 35 mins

Cool

Icing
1 cup sugar, 1/4 cup milk, 1/4 cup butter, 1 teaspoon vanilla, 1/4 cup cocoa

Mix boil 1 minute and spread on cake
